CRASH DATA RECORDER (CDR)

Area IV LEL has one CDR unit available for the Area. This unit is a Vetronix Corporation product.

If you are certified in the use of the CDR you can call to make arraingements for pick up or delivery of the unit.

If during the use of the unit you encounter a problem, refer back to the supplied operation manual. If need be Tech support is available at 1-800-321-4889 extension 2 (Pacific Time Zone) Closed Sat/Sun.

LEGAL NOTE A Search Warrant may be required before you do a down load. Check with your County District Attorney`s office.

REGULATORY CHECK POINT / SAFETY CHECK POINT .... ARE YOU TRAINED ?

The stopping of a vehicle by the police is considered a seizure under Article I, Section 8 of the Pennsylvania Constitution. Therefore,the stopping and detention of motorist must be supported by a finding of Probable Cause.[Comm. vs Whitmyer,5422 Pa.545,668 A.2nd 113 (1995)]
However, there are exceptions which include sobriety check points and SAFETY CHECKPOINTS.
In order to meet the constitutional muster the Safety Checkpoints must be conducted under specific guidelines.
To conduct Safety checkpoints a member of your department needs to be trained in the proper procedures and guideline training that has been established.
Police departments that are participating in the Buckle Up program,"Click-It or Ticket" can be trained by one of our staff.
This training can be provided by contacting your Area IV Law Enforcement Liaison Coordinator

Tpr. Jeff Petucci of the Hollidaysburg (Blair County) Barracks, presented a Survival 101 programs to the Driver Ed classes at Tyrone High School. The presentations took place on 1/28/10 & 1/29/10. Tpr. Petucci presented four classes each day and a total of 135 students were presented with the program.

As a result of Ford City Boro Armstrong County borrowing an ENRADD unit hosted by an Aggressive Driving department, they were able to secure a grant that permitted them to obtain their own unit. All full-time and part-time officers attended an ENRADD training, which was held at Ford City Boro Volunteer Fire Department Number 1. All of the part-time officers are employed at other departments both in Armstrong & neighboring counties, including Manor Township, West Kittanning Boro, New Bethlehem Boro. The pictures show Dave Shultz/YIS Cowden conducting the ENRADD training.

Shawn Houck, SPO PennDOT District 10, Sandy Toy, CTSP Indiana Areaal Highway Safety Project Coordinator, Alan Puccetti, LEL Area 4 Law Enforcement Liaison, Buckle Up Pa gave a presentation of the Buckle Up Pa School Programs to the Armstrong County School District Administrators. Chuck Pepper, Coordinator of Child Accounting & Safe Schools invited the Area 6 Team to address school administrators do to a recent increase of fatal & serious injury crashes that involved student drivers and school buses. The administrators shared their views on teen crashes and guided a discussion on possible solutions. The group would like to see the Survival 101 program brought into the schools.

Ebensburg Borough Safety Checkpoint Results

Chief Terry M. Wyland of the Ebensburg Borough Police Dept reported that the Safety Check point held in Ebensburg Borough on May 23rd. It was held on the 900 Block of West High Street SR 4031 and yielded the following results:

  • 1495 Contacts made at the site... additionally 8 roving patrol contacts
  • 2000 Hrs thru 0300 Hrs 7 Total Hours 15 total officers... includes on duty roving patrols
  • participating depts included Ebensburg Borough,Cambria Twp, Nanty Glo Borough, Carrolltown Borough and Ashville Borough
  • Stats included 1 DUI arrest(Drug related), 2 arrests for drug paraphernalia, 1 arrest for possession of a controlled substance, 4 arrests for minor liquor violations, 2 arrests for open containers, 1 arrest for a minor operator with alcohol in his system, 2 arrests for stop sign violations and 4 arrests for expired inspections.

Cambria County Traffic Safety Checkpoint

A Traffic Safety Checkpoint was held April 2 in Adams Township/ Cambria County. Participating departments were Adams & Croyle Townships. Location- Route 819, in front of St. Michael´s V.F.D. All 717 vehicles going through the checkpoint received the CIOT & We Check For DUI pamphlets.
After the checkpoint, the principal of Forrest Hills High School invited all involved in the detail to their cafeteria, were the debriefing took place. This will also be the scene of a “Mock Crash” on May 8th.

The program is working as the reportable crashes are way down. Fatal crashes are way down. Violations are also down as there is greater compliance of drivers within the township as a “reputation” has been established for our aggressive enforcement.
