Safety Check-Point Trailer AvailableThe BUPA Safety Checkpoint trailer is available to all BUPA participating Police Departments in the Area 5 area. Speed Display Trailer Now AvailableAnother new tool available in Area #5 for use by interested police agencies is the Speed Display Trailer with message board. This trailer is available to any interested police agency for use in their community on a first come first serve basis. It has been a member of Area #5 since February of 2006 and first utilized in Punxsutawney Pa. during the Ground Hog Day events. School Programs A Vital Tool![]() As Area #5 continues to grow the number of police officers trained in the three school seat belt programs also has grown. Over the last year many new officers have been trained in Survival 101, The Back Is Where Its At and 16 Minutes. These programs are available to any interested police agency in Area #5.Training and materials, for a successful presentation, are provided by BUPA through the LEL and CTSP Coordinators. Sixty one (61) persons have been trained in the past year including, various law enforcement officers, CTSP´s and PSP Community Service Officers, from across the Area. As the a new school year begins we will continue to promote these school programs that are essential to our cause, to reduce traffic fatalities, among young drivers and encourage law enforcement agencies to be the front line contact for schools in the areas they serve. Matt Carlson of Sugarcreek Police Dept. stops a vehicle Monday morning at a safety checkpoint on North Seneca Street in Oil City. Two checkpoints were set up Monday in Oil City (the other was at Venango Campus) as part of the state´s Click it or Ticket seat belt mobilization effort, which runs from May 18 to June 7. Motorists passing through the checkpoints received safety handouts along with warnings if they weren´t buckled up. Oil City police partnered with the Sugarcreek, Franklin and Titusville police departments for the checkpoints. Click it or Ticket is being conducted as part of PennDOT´s Drive Safe Pa campaign. Pre- and post-surveys were conducted and a Survival 101 program was presented during April. The early numbers show an increase in seat belt use by students. Officers from Patton Twp., Ferguson Twp and State College Borough participated. Officers conducted the detail from 4-7 p.m., making 938 contacts and issuing 12 citations for minor traffic violations. Motorists contacted had a positive response toward the effort, saying that this type of activity helps keep our highways safe.
