Community Traffic Safety Program for Region 4

The Community Traffic Safety Programs focus on highway safety issues occurring in their respective counties. These focus areas include, but are not limited to: Aggressive Driving, Impaired Driving, Occupant Protection, Youth Drivers, Pedestrian Safety, and Bicycle Safety. The Community Traffic Safety Program Coordinators can assist police departments with school programs, public awareness, equipment, and other resources pertaining to Highway Safety.

During a Wave Activity one of the location for utilizing the "MINICAIDE" was on the State Route 279 on ramp in the North Side area of the City of Pittsburgh. Placement of the minicaide and police vehicle made it possible for all motorist to view the message.

Minicaides can be utilized in two (2) proper modes.

PASSIVE- Where the Police officer sits in the marked patrol vehicle and observes the occupants.

ACTIVE- Where the Police officer is standing outside of the patrol vehicle and observing the vehicle occupants.

Remember these are informational tools that police utilize to educate the motoring public. Vehicles are not to be stopped, just observed for compliance of the seat belt laws.

CRASH DATA RECORDER (CDR)

Region IV LEL has one CDR unit available for the Region. This
unit is a Vetronix Corporation product.

If you are certified in the use of the CDR you can call to make arraingements for pick up or delivery of the unit.

If during the use of the unit you encounter a problem, refer back to the supplied operation manual. If need be Tech support is available at 1-800-321-4889 extension 2 (Pacific Time Zone) Closed Sat/Sun.

A Search Warrant may be required before you do a down load. Check with your County District Attorney`s office.

REGULATORY CHECK POINT / SAFETY CHECK POINT .... ARE YOU TRAINED ?

The stopping of a vehicle by the police is considered a seizure under Article I, Section 8 of the Pennsylvania Constitution. Therefore,the stopping and detention of motorist must be supported by a finding of Probable Cause.[Comm. vs Whitmyer,5422 Pa.545,668 A.2nd 113 (1995)]

However, there are exceptions which include sobriety check points and SAFETY CHECKPOINTS.

In order to meet the constitutional muster the Safety Checkpoints must be conducted under specific guidelines.

To conduct Safety checkpoints a member of your department needs to be trained in the proper procedures and guideline training that has been established.

Police departments that are participating in the Buckle Up program,"Click-It or Ticket" can be trained by one of our staff.

This training can be provided by contacting your Region IV Law Enforcement Liaison Coordinator

Commonwealth Crash Reports (Accident Reports).....? Are you doing the reports correct ?

THE STATE CRASH REPORT ...The New and Improved Crash Data Reporting forms and system are in effect.

Training In Survival TRAINING IN

Several law enforcement agencies have received training in the "Survival 101" seat belt safety program. The program is designed to be presented by police officers to middle and high school students.

If an Officer in your Police Department would like to be trained as an instructor to teach "Survival 101" please contact your County Comprehensive Regional Coordinator, or Region 4 LEL.

The content of this program is in such that all instructors are to be instructed by our approved instructor staff to maintain quality and content material to our high standards.

The material that is contained in the Kit is not allowed to be utilized independently or copied for use in any other presentation or personal use.

Carol Alonge, North Central Highway Safety Network, demonstrates "The Back Is Where It´s At" elementary school seat belt safety program for Region 4 police officers at the Region 4 LEL Conference held at the Sheraton Inn, Warrendale Pa. on November 5, 2001.

The program is designed for law enforcement officers to present to elementary school students and takes approximately thirty to forty-five minutes to complete.

The Middle School and High School seat belt safety program developed and is called "Survival 101". Contact your Regional LEL for more information. (See Training & WorkShops for more details)
